The Outsider Phishing Kit, operated by a threat actor known as ChenLun, has been responsible for more than 100,000 phishing pages targeting 54 or more countries between December 2025 and May 2026.

Even after Google initiated a civil lawsuit against the group and the FBI conducted a coordinated operation to disrupt its activities, the Outsider Phishing Kit has shown remarkable persistence. More than 700 new phishing domains have been identified within a month of the disruption, indicating that affiliates are still using the kit to launch new campaigns.

One specific campaign examined by researchers impersonated Singapore’s Land Transport Authority (LTA) and used smishing techniques to trick victims into providing sensitive information. The cloned portal collected vehicle registration numbers and phone numbers, with the intention of intercepting SMS authentication codes for further exploitation.

The Outsider Phishing Kit also includes adversary-in-the-middle (AiTM) capabilities, allowing operators to interact with victims in real time during the phishing process. This live interaction enables the kit to dynamically serve authentication challenges and collect additional payment information from victims.

To protect against such threats, organizations are advised to monitor for brand abuse linked to SMS messages and verify alerts through official channels rather than clicking on links in messages. Continuous monitoring for new phishing pages using specific file-naming conventions is also recommended to trigger takedowns and disrupt malicious activities.
