How will Voltaire function?
A change to Cardano’s on-chain operating system is proposed in CIP 1694, which is named Voltaire’s year of birth. With the Voltaire era, Cardano aims to fully establish itself as a decentralized autonomous organization (DAO).

After CIP-1694, any Cardano user can submit a board proposal that will be approved by three groups of voters. The most powerful will be delegated representatives (DReps), whose voting power will be a function of the voting power delegated to them.
The members of the Constitutional Committee (CC) have equal voting rights, while the weight of the Stake Pool Operators (SPOs) corresponds to the stake of the pool.
The votes – yes/no/abstention are recorded as transactions in the chain. After this, the ‘yes’ votes would be judged against voting thresholds, which can be specific not only to governing bodies, but also to action types.
For consensus it was imperative that all three groups meet their voting thresholds for different types of action. However, each group would have jurisdictions based on the action type. While DReps could vote on all actions, the voting rights of CC members and SPOs were restricted.
After each 5-day cycle, the protocol evaluates some questions and, based on the outcome, ratifies or withdraws the proposal.
