Base implements the exclusive Multi-Chain Prep Update

According to the report, these chains will use the same code. This will reportedly enable continuous upgrades and strengthen security. For this purpose, L1 contracts can be upgraded across chains in just one transaction. The proposal makes it possible for various chains to focus on one smart contract implementation.
